THE THREAT

The strain of Sunni Islam centered in Northern Nigeria is among the most radical, bloody and entrenched on earth. It believes it is prophetically destined to conquer the world.

WHO CONTROLS NIGERIA

Nigeria is controlled by the Fulani (Sokoto) Caliphate of the North. The Fulani migrated from the broader Sahel and conquered the native peoples by jihad in 1804. They have ruled ever since. A Fulani military dictator decreed Nigeria’s current constitution into law in 1999 — no referendum, no consent. It mentions Sharia and other Islamic terms 165 times. Christianity, zero. And gives full control of the government to the North. The Fulani control every sphere of influence: the state, the courts, the schools, the press, the banks, the land, the oil and minerals, and the militias in the bush.

THE PROPHETIC PURPOSE

The Sokoto Caliphate was founded in 1804 by Usman dan Fodio — a claimed blood descendant of Muhammad — specifically to be the launchpad for the Mahdi, the Sunni jihad messiah whom prophecy says will lead global conquest and impose Islamic rule on the entire world. His teachings are still revered. His lineage still sits on the throne. Sokoto is the only Sunni caliphate left on earth that meets the prophetic criteria.

THE HIDDEN HOLOCAUST

This is the longest-running genocide in modern history. From dan Fodio’s 1804 jihad, through a century of slave raids, through the 1966 pogrom that killed 30,000 Igbo in a single month, through the Biafran starvation campaign that killed three to five million Igbo, mainly children, between 1967 and 1970, through the post-2009 Middle Belt slaughter — the stack reaches as many as six million dead.

The Sokoto Caliphate is also the largest enslaver of free black people in modern history. As many as ten million captured in 222 years of jihad raids. Boys castrated for the trans-Saharan trade. Women forced into sex slavery. Men worked on plantations. Twenty-five million driven from their fatherlands. It is still happening today. The same throne, same bloodline, same playbook, same jihad. Hidden in plain sight.

THE CURRENT SULTAN

Evidence points to the current Sultan, Muhammad Sa’ad Abubakar III, possibly believing he is the Mahdi. Many details of his life, rise, and reign align with Islamic Mahdi prophecy. He served as Nigerian Defence Attaché in Pakistan from 2003 to 2006, with concurrent accreditation to Afghanistan, Iran, Iraq, and Saudi Arabia — five jihadi capitals at the height of the U.S. War on Terror, representing an OIC nation. Within weeks of his return to Nigeria, two mysterious plane crashes killed his predecessor and ten of the generals who would have managed the succession. He took the throne in four days — a new record, passing dozens of older, senior heirs.

THE STAGING GROUND

Since he took the throne, eight black-banner jihadi networks from around the world have assembled on his territory — Boko Haram, ISWAP, Ansaru, Lakurawa, ISIS-Sahel, JNIM, AQIM, and the Islamic Movement of Nigeria. Factions that fight each other everywhere else on earth coordinate in his domain. They are purifying the ground: more than 125,000 Christians and 60,000 peaceful Muslims slaughtered since 2009, 20,000 churches burned, as many as 12 million displaced. As much as $180 billion in blood minerals has been looted from his hereditary land during his tenure. The Sultan has issued zero fatwas against the killers or the looting.

THE CURRENT “INSECURITY”

The “bandit” framing is spin. The bandits, kidnappers, highway raiders — they are not separate from the jihad. They are its side hustle. Muhammad raided caravans in the seventh century to fund the founding of Islam. The Sokoto Caliphate was built on the same model: slave raids across the savanna fueled the 1804 jihad and produced the largest slave society in African history. That economy never died. The kidnapping industry running across Northern Nigeria since 2014 is the same machinery, rebranded. Ransom, blood minerals, sex slavery, the West African heroin pipeline, and banditry-as-a-service all funnel through the Fulani militant networks. The “bandits” and the jihadis are one fluid reserve force. The illicit proceeds, $2+ billion/year, build the launchpad.

WORKING WITH THE NIGERIAN GOVERNMENT IS LIKE WORKING WITH THE THIRD REICH

Asking the Tinubu administration to stop the killing is asking the Third Reich to end the Holocaust. The Nigerian government is an integral part of the same jihad machinery. Federal officials arm Miyetti Allah — the Fulani militia chaired by the Sultan — directly from the office of the National Security Adviser. Federal courts free the killers and sentence Christian victims to death for self-defense. Federal media labels the displaced “criminals” and “beggars,” denies them recognition, withholds aid, and bulldozes their camps. The administration signed a $9 million-a-year Washington lobbying contract in December 2025 — with a firm that previously sold the same atrocity-denial product for Myanmar during the Rohingya genocide. National Security Adviser Nuhu Ribadu, Fulani, has publicly called the killers “our brothers.”

American strikes inside Nigeria, filtered through Ribadu’s office, have hit ISIS targets only. But ISIS is not the primary killer of Christians in Nigeria. The Fulani militia is. Striking ISIS removes competitors who answer to outside leaders, helping the Caliphate consolidate control. Every counter-terror dollar routed through Ribadu’s office is a dollar paying the architects of the genocide to keep doing it.

And they stomp out dissent. A teacher on my own mission staff is at this moment underground with his wife and small children, running for their lives, because he spoke the truth about the government’s sham rehab program and it went viral. Young influencers are arrested and tortured. Nnamdi Kanu — a British dual citizen who calls for unity and nonviolence — broadcasted from London. He was illegally rendered from Kenya, tried under a law no longer on the books, sentenced to life – for speech on foreign soil, and within 24 hours flown 800 kilometers to a prison in Sokoto, the seat of the Caliphate.

THE CONFLICTED ADVISORS IN THE ROOM

Mr. President, you are being briefed on Nigeria by an advisor with documented financial conflicts of interest. Massad Boulos — U.S. Senior Advisor for Africa, concurrently your Senior Advisor on Arab and Middle Eastern Affairs — is the father-in-law of your daughter Tiffany. He is the CEO of SCOA Nigeria PLC, his family’s Lagos-based heavy equipment conglomerate. SCOA is the preferred heavy equipment provider to Gilbert Chagoury — the Lebanese-Nigerian billionaire convicted in Switzerland in 2000 of laundering money for former dictator Sani Abacha, banned from U.S. visas on terrorism-finance grounds, and named by the Nigerian government as President Tinubu’s “confidante.” Chagoury received more than 50% of Nigeria’s federal budget in 2024 under no-bid contracts awarded by Tinubu — including the $13 billion Lagos-Calabar coastal highway, the largest no-bid contract in the country’s history. Chagoury’s son and Tinubu’s son have jointly owned an offshore British Virgin Islands company together. The April 2025 Tinubu-Boulos meeting in Paris was facilitated by Chagoury.

Boulos’s family company sells the heavy equipment that builds Tinubu’s no-bid contracts. Boulos’s son is married to your daughter. Boulos has publicly delivered the Tinubu administration’s denial-of-genocide narrative, verbatim, on Nigerian state media. The Nigerian government’s narrative is reaching your desk through your own family — and his family profits from the Nigerian government’s massive no bid contracts. This false narrative must be replaced with unfiltered evidence.

AMERICAN BLOOD

On March 12, 2026, a US naturalized citizen radicalized in Nigeria killed U.S. Army Lt. Col. Brandon Shah at Old Dominion University. The first American killed on American soil by the Nigeria jihad pipeline. The Caliphate has declared, in word and deed, that Nigeria is the staging ground for the global jihad to come.

WHAT WE ASK

Mr. President:

1. Indict Tinubu and his administration for genocide. They are guilty for their denial of recognition and aid to the displaced.

Under international law, intentional denial of aid to displaced populations is genocide. Precedent is established — the ICC arrest warrant for Omar al-Bashir over Darfur (2010), and Pre-Trial Chamber decisions on Myanmar/Bangladesh for denial-of-aid to the Rohingya (2019–2024). The Nigerian government claims 3.3 million displaced. Fieldwork puts the real number at 10 to 12 million. The Tinubu administration labels them “criminals” and “beggars,” denies them recognition, withholds international aid, and bulldozes their camps. The denial is itself the crime. It is provable today.

2. Investigate the Sultan and the Caliphate as terror sponsors.

The legal authority exists — Executive Order 13224 (terror-supporting entity designation) and INA § 219 (Foreign Terrorist Organization designation). The factual basis is overwhelming: 99.8% of documented jihadist violence in Nigeria occurs within the Sultan’s sphere of authority. Eight black-banner networks coordinate peacefully on his territory. He has issued zero fatwas against any of them. Designation triggers OFAC asset freezes, banking-system disruption, FBI and Interpol investigation of the Zamfara gold and tin smuggling networks, and Magnitsky-style sanctions on named Caliphate-aligned officials. The Sultanate is conservatively estimated to control more than $1 billion in assets. H.R. 7457 has already named Miyetti Allah — the Sultan-chaired Fulani militia — for FTO designation.

3. Conduct a transparent, international IDP census. Debrief the displaced. Coordinate and rush aid to them.

Bosnia 1995 is the model. International documentation of IDP camps, congressional delegations visiting displaced persons, and ICC prosecutions built on refugee testimony stopped the Srebrenica genocide. The same model works here. A census triggers the international funds and mandates that exist for all recognized IDPs on earth but are blocked today by the Nigerian government’s denial of recognition. Deployment cost is a fraction of one Tomahawk volley. UN OCHA emergency designation, USAID emergency mechanisms, and the World Bank humanitarian funding window are already in place. The witnesses are alive in the camps. Once their testimony is recorded and distributed, denial becomes impossible.

4. Wipe out the militant camps. Bring enablers to justice.

The camps are known. Sambisa Forest, the Mandara Mountains, the Lake Chad basin, the Northwest banditry corridor, the Middle Belt Fulani militia staging grounds — all mapped, all surveilled. American firepower has already been used in Nigeria. The mechanism is the same — strike the camps. The condition is that target selection must operate independently of the captured Nigerian intelligence apparatus. Suspend Ribadu’s Joint Working Group filter. Engage AFRICOM intelligence, allied partners, and verified open-source target packages. Indict the federal officials, military commanders, and political-class figures who have armed, protected, and “rehabilitated” the killers. 

5. Guarantee a free and fair 2027 election — including a referendum on a new constitution and true self-determination for the amalgamated nations.

The 1999 constitution was decreed by a Fulani military dictator without referendum or consent. It mentions Sharia 165 times. Christianity, zero. Tinubu was declared winner in 2023 with approximately 8 million votes in a nation of 230 million. A free election changes the outcome. The cost of guaranteeing election integrity — international observers with named consequences for fraud, transparent voter rolls, no military intimidation — is less than the cost of a Tomahawk volley. The constitutional referendum and self-determination question have their own precedents: South Sudan 2011, East Timor 2002, the Mambilla Plateau UN-administered plebiscite within living memory. India and Pakistan. Czechoslovakia. Nigeria is a British contraption — several nations forced into one for colonial convenience — and the fault lines have never healed.

This is not Iran. The Christians and peaceful Muslims are the majority. Remove the stranglehold and they rise — a great nation, America’s greatest ally in Africa and in the war on terror.
